design. A piece of fine art tries to communicate a concept, an idea.

So a if a piece of craft also communicates a concept/idea it is fine
art as well. <br>

(I don't really know whether that is my definition only, or generally
accepted, I would think there is some argument). I do think the
separation between art and craft can be arbitrary and at times was
seen that "usefulness" was the definiing characteristic. I don't think
that idea is as general any more.
